Description of problem:
Files to Fail validation and Files to fail update are required even when the Fail raw validation and fail raw update are set to No

Version-Release number of selected component (if applicable):


How reproducible:


Steps to Reproduce:
1. Login to the RHQ server with the agent running
2. Click raw only or structured& raw server
3.click on the Intevtory tab and click on the Connection button
4. Click on Edit 
5. Now click on OK without changing anything
6. Add click on yes for Files to Fail validation 
7. Enter the file name
8. Click on ok

  
Actual results:
You can only save if you enter the values for files name for Files to Fail validation and Files to fail update even when the Fail raw validation and fail raw update are set to No

Expected results:
This should only be required when Fail raw validation or fail raw update is set to yes.

This is really not a bug.  That component is really just for testing purposes, and doesn't need to be production ready.  I'd recommend closing this as will not fix.
