Description of problem:

restorecon on /etc/nocpulse/SatCluster.ini sets the SELinux Context to:

 system_u:object_r:etc_t

but should be:

 user_u:object_r:spacewalk_monitoring_conf_t

Otherwise start of NPBootstrap will fail as the file could not be deleted/recreated.

Built spacewalk-monitoring-selinux-0.8.2-1.* packages, they will be in the next nightly.
