Description of problem:
"Select All" button does not work in some tabs.

Version-Release number of selected component (if applicable):

How reproducible:
Always

Steps to Reproduce:
1. Select any number of systems
2. Click "Manage" to go to System Set Manager
3. Choose the "Configuration" tab
4. Choose any of "Deploy Files" (/rhn/systems/ssm/config/Deploy.do), "Compare Files" (/rhn/systems/ssm/config/Diff.do), "Unsubscribe from Channels" (/rhn/systems/ssm/config/Unsubscribe.do) tabs. (Perhaps "Enable Configuration" tab as well? I cannot test as all my systems are enabled for configuration)
5. Click "Select All" button.

No items selected.

Expected results:
All items selected.

Additional info:
Same results with Firefox 3.6 and Internet Explorer 8.
