Description of problem:
When user goes to Content > Install tab to see a list of available packages for a platform, and attempts to use the pagination controls to advance through the list, the list of packages does not update.

Version-Release number of selected component (if applicable):


How reproducible:
Every time

Steps to Reproduce:
1.  Sync channel repos; associate platform with repo
2.  Enable content discovery for platform
3.  After content discovery has completed, go to Content > Install
4.  Note the list of 15 available packages.  Attempt to use the arrows or click a number to advance/move backwards through the list.
5. View results

Actual results:

User is advanced through the numbers but the content listed in the table does not change; the same packages appear over and over again.  User cannot navigate through available packages for install beyond the first 15 (

Expected results:
Pagination works as expected


Additional info:

The 15/30/45 drop-down does work, so user can see some additional packages this way, but pagination remains broken on the larger views as well.
