Description of problem:
This test continues to randomly fail both in hudson and local builds. I've temporarily disabled this test and filed this BZ to look into it.

The testConfigurationRollback test suffers from the same issues. Also disabled until it can be addressed.

Temporarily adding the keyword "SubBug" so we can be sure we have accounted for all the bugs.
