This bug appears to have been reported against 'rawhide' during the Fedora 13 development cycle.
Changing version to '13'.

Confirmed to apply to both rawhide (to be F14) and F-13 via
make -C F-13 mockbuild
make -C devel mockbuild
The failure is in the same place in both cases:

Compiling /builddir/build/BUILDROOT/system-config-display-2.2-1.fc13.i386/usr/share/system-config-display/xserver.py ...
SyntaxError: ('keyword argument repeated', ('/usr/share/system-config-display/xserver.py', 165, None, None))
Testing in a mock F12 chroot and on a F13 system shows that neither system's python handles repeated keyword arguments.
Therefore system-config-display will fail to run Xorg via the xserver.py:165 line on neither F12, F13, or rawhide:

This message is a reminder that Fedora 13 is nearing its end of life.
Approximately 30 (thirty) days from now Fedora will stop maintaining
and issuing updates for Fedora 13. It is Fedora's policy to close all
bug reports from releases that are no longer maintained. At that time
this bug will be closed as WONTFIX if it remains open with a Fedora
'version' of '13'.
Package Maintainer: If you wish for this bug to remain open because you
plan to fix it in a currently maintained version, simply change the 'version'
to a later Fedora version prior to Fedora 13's end of life.
