From the stack I expect that the root problem is a malformed xml svg file which causes the dom parser to throw. I'll have a look at this tomorrow, probably need to catch gracefully the throw in our svg parser, and find the .svg file in openclipart that also needs to be fixed.
Fix checked in, mailed thb with the fix as its out-of-band of vanilla OOo. Will be in >= 3.1.1-19.27 if there is another update for F-12
The offending .svg is "coat_of_arms_of_anglica_01.svg" which has a bad xml version declaration. Fix submitted to our openclipart package as bug #566207
