Description of problem:  I have bind-chroot installed and dnssec-conf, the contexts on /etc/pki/dnssec-keys/ are different than those for /var/named/chroot/etc/pki/dnssec-keys/ causing restorecon to flip flop between the two contexts.

/var/named/chroot/etc/pki/dnssec-keys wants type etc_t

/etc/pki/dnssec-keys wants type cert_t
