Create a new alert definition 
Fill out: name, desc, priority, active = yes

Condition 
set = Control Action
Operation = Manual AutoDiscovery = Success

at this point the window refreshes and user is brought to Seam debug page.

able to create a "control action" alert
Condition Set
Fire an alert when ANY of the following conditions become(s) true.
Get Current Date/Time Success
Dampening Rule: 	Each time condition set is true
Action Filters: 	Disable alert until re-enabled manually or by recovery alert: false
