Description of problem:

Current DST change for Paraguay [Asuncion] is to happen on March 13th 2010 at 23.59.59

According to http://www.worldtimezone.com/daylight.html for Paraguay (Asuncion) it should be: 

                      DST Ref  DST END 2009    DST START 2009  DST END 2010
Paraguay  (Asuncion)  dst-py2  08-Mar, 00:00h  18-Oct, 00:00h  11-Apr, 00:00h


Steps to Reproduce:

 $ zdump -c 2012 -v America/Asuncion | grep 2010

  
Actual results:

America/Asuncion  Sun Mar 14 02:59:59 2010 UTC = Sat Mar 13 23:59:59 2010 PYST isdst=1 gmtoff=-10800

Upstream patch available.  I'll wait over the weekend to see if new release turns up.  If not, we can ship with the patch.
