The latest release of perl-RRD-Simple is 1.44 released 24th Janurary 2008: http://search.cpan.org/~nicolaw/RRD-Simple/ The version included with Fedora 12 is 1.43 released 5th March 2007. Please included the latest version in upcoming fedora release
It would be good if you could comment in Bug #464964 about what your interest in this module is; lack of users in Fedora and lack of upstream activity meant that this package was close to being retired.
