I noticed that libvirtd fails to start recently, on my uptodate F13 system The reason is that the hostname that is in /etc/sysconfig/network does not get added to /etc/hosts. Changing the hostname in /etc/sysconfig/network at runtime also doesn't update /etc/hosts for me (though it did work for dcbw).
It appears as though /etc/hosts is only being updated on hostname change, not unconditionally on NM start. So if the hostname changes while NM isn't running, it may not update /etc/hosts at all with the new hostname.
