Description of problem:
The German translation of VM status "Shutoff" is wrong imho.

Steps to Reproduce:
1. Use German language
2. Start virt-manager
VMs with status "Shutoff" have German status message "Ausschalten"
German status message "Ausgeschaltet"
In German "Ausschalten" means the not status but an action, while "Ausgeschaltet" is a status like "Powered Off" or "Crashed".
