Description of problem:
see screenshot - it's difficult for a user who doesn't know what exactly what recovery alerts are, how those two settings are related.  And they ARE related because enabling one disables the other.  What's not evident is that the selectlist affects the disabling/re-enabling of *another* alert, while the checkbox relates to the disabling/re-enabling of *this* alert.

I think an "info" box in that section might be helpful, or perhaps expanding on the text that's already there, or even putting those settings in different sections (as was the case in the old UI)

This specific issue is no longer valid, as the specific code part got rolled back to the old Struts-based UI.

QA Verified, the old UI is back and it's clearer what these controls do.
