From the project website:

"Note that the official Fedora packages are hopelessly out of date and are actually for a version of mod_wsgi which isn't recommended be used anymore."

The spec file doesn't need any changes (besides version/changelog).  3.1 and 3.2 have been working fine for me on F12.

mod_wsgi-3.1-1.fc12 has been submitted as an update for Fedora 12.

mod_wsgi-3.1-1.fc12 has been pushed to the Fedora 12 testing repository.  If problems still persist, please make note of it in this bug report.
 If you want to test the update, you can install it with 
 su -c 'yum --enablerepo=updates-testing update mod_wsgi'.  You can provide feedback for this update here: http://admin.fedoraproject.org/updates/mod_wsgi-3.1-1.fc12
