I can confirm PackageKit doesn't differentiate updates with the: *0.5.7-2* series i686, or tell if a restart is required.
More Info: Has now happened with the previously working - *0.5.4-0.1.20091029git.fc12.i686 I have exclude=PackageKit* in yum.conf as a test. Similar image to http://img59.imageshack.us/i/zrzutekranuaktualizacja.png/ *without* the restart icon(s). (sorry no screencap proggie on F12 boxes) So something else is responsible, same behaviour on F13 fully updated, F14 fully updated. affects both 32\64 bit. just in case.
