The eel2 package has been retired and removed from the distribution (F13+). Are you using preupgrade script? We may need to add a rule there. Simple remove of this package should do the trick (may need --nodeps temporarily, but after upgrade nothing will be broken).

Not using preupgrade.  Just trying to do yum update after installing F13 alpha fedora-release.
