I am adding policy for qpid, but it needs a label on the pid file, init recreates it so it needs to run restorecon

Added the patch for F13 and rawhide, and built the following packages to include it: - qpid-cpp-0.6.895736-2.fc13 - qpid-cpp-0.6.895736-2.fc14 Will push the first one through the updates process for F13.
