Not kdebase, but kdebase-runtime. Most significant kde apps should have Requires: kdebase-runtime these days for an optimal experience. Under gnome at least, qt/kde apps are supposed to gracefully degrade to using qgtkstyle (if oxygen isn't available). What DE was used in the screenshot?

Looks like we need to require at least oxygen-icon-theme for the icons. The style is also ugly, maybe requiring kdebase-runtime for the Oxygen Qt style would make sense as well?
kdebase-runtime is also where most ioslaves reside, including some which people will want to use with Krusader, such as kio_sftp, kio_fish and kio_archive (for tar:/, Krusader's krarc doesn't handle nested .tar.*, so those files normally get handled by KDE's tar:/ kioslave).

Yeah, kdebase-runtime Requires: oxygen-icon-theme, so just requiring kdebase-runtime should be enough.
FYI, 2.2.0-beta1 now uses libkonq which is in kdebase and kdebase requires kdebase-runtime, so an explicit Requires is no longer needed.
Fixed for Rawhide in 2.2.0-0.2.beta1.fc14, updates for F11, F12 and F13 now building.
