Description of problem:
No 'Change my password' link present on non-admin user's start page.

Steps to Reproduce:
1)Create non-admin user
2)Login using newly created non-admin user
  
Actual results:
There is  no 'Change my password' link present on non-admin user's start page.

Expected results:
There should be 'Change my password' link present on non-admin user's start page.
