Description of problem:
SVGs are breaking PDF builds.

Version-Release number of selected component (if applicable):
1.6.1, RHEL and Fedora.

How reproducible:
100%

Steps to Reproduce:
1. Use the attached image anywhere.
2. PDF breaks

  
Actual results:
Publican completes with errors but does not create a PDF


Expected results:
Publican can build with SVG

You are asking Batik to handle SVG components it apparently can't handle, you will need to open an RFE upstream.
