Looks pretty bad, but downgrading severity to medium, because at least your computer works somehow with nomodeset. We reserve higher severities for bugs, where computer doesn't work at all.
I won't be able to collect the required information with KMS on. Is it OK to do this with "radeon.modeset=0" option in the kernel boot line?
And one more thing which you can read also in the Ubuntu bug report... the videocard (rv515) worked fine in Lucid Alpha3 with KMS on (I was really happy about this because with KMS on, there is NOT anymore flickering while watching Flash-based clips).

So: 1. there is NO "xorg.conf" file Sorry but at the moment I'm using Win XP and I'll have to upload the files as archives in order to preserve their correct permission. ((((:

As Dave Airlie suggests in bug 579576 radeon.new_pll=0 should work around it. At least it does here on the same hardware. FWIW 34-rc1 + rawhide kernels seem to also have this fixed. *** This bug has been marked as a duplicate of bug 571046 ***
