Diff between the conflicting packages

Description of problem:
This update has a multilib conflict due to differing datestamps in two of the man pages (see the attached diff):

https://admin.fedoraproject.org/updates/openssl-1.0.0-1.fc12

The problem is presumed to occur intermittently depending on the build time.  This bug is to find out why it happened and prevent it from ever happening again.

Version-Release number of selected component (if applicable):
openssl-1.0.0-1.fc12

How reproducible:
Rarely?

Steps to Reproduce:
1. Submit an openssl build to Koji.
2. Try to install the resulting openssl.{i686,x86_64} packages.
  
Actual results:
Multilib conflict.

Expected results:
Successful installation.
