alert docs

Procedure for tech reviews: 
1. Assign the bug to yourself (the reviewer).
2. Get the attached OO doc.
3. Edit it. (Edits > Changes > Record should be on to track changes.)
4. Attach the edited file.
5. Reassign the bug to me (dlackey).

The formatting is a little screwy, so if it's easier to read, there are HTML versions of the files here:

Couple of notes about the docs. 
1) I will add screenshots, but not until everything is nailed down.
2) I understand some of the procedures in the admin guide may change (or already be changed).
3) Same with the default alert senders - that list may be changing.
