Description of problem:
Having one server and two clients, the first client reaching DONE, will cause server to think all clients are done.

How reproducible:
100%

Steps to Reproduce:
1. bkr job-submit ATTACHED_FILE
  
Actual results:
Server and one of clients pass. The other client will be killed by local watchdog.

Expected results:
All three recipes should pass.
