Issue still present in F17 (firefox-13.0.1-1.fc17).
Can you please retest with upstream binary?
The upstream binary I downloaded from mozilla.org appears to be a bit broken. It doesn't find the installed system dictionaries and only has an entry for "English (United States)" in the list. Since there in only one entry in the list I can not tell whether it is sorted or not. A list of one always appears to be sorted.

@Martin Stransky, how can we cat this longstanding and kind of small, but annoying bug resolved? I still see it in firefox-19.0-1.fc18.x86_64 and thunderbird-17.0.3-1.fc18.x86_64 Do you want us to test upstream? Is that really relevant, as it seems it doesn't use the dictionaries installed in the system anyway and one has to manually install dicts first. BTW, Bug 439598 might be a dupe of this (or the other way around)

There's an upstream bug for this: https://bugzilla.mozilla.org/show_bug.cgi?id=752474 We're going to track this issue it there.
