Rework things to have more ordering constraints
The plymouth boot splash often shows a few messages before showing up. This is because the upstart scripts aren't really properly synchronizing the various steps of shutdown.
This request was evaluated by Red Hat Product Management for inclusion in a Red
Hat Enterprise Linux major release. Product Management has requested further
review of this request by Red Hat Engineering, for potential inclusion in a Red
Hat Enterprise Linux Major release. This request is not yet committed for
from a polish point of view, would be nice to get this in before GA (obviously not critical of course)
VERIFIED as fixed in initscripts-9.03.17-1.el6.
I cannot reproduce the reported problem  with the latest initscripts in compose RHEL6.0-RC3 (20100909.1). No messages are showing up before showing up splash when rebooting or shuting down the machine.

Red Hat Enterprise Linux 6.0 is now available and should resolve
the problem described in this bug report. This report is therefore being closed
with a resolution of CURRENTRELEASE. You may reopen this bug report if the
solution does not work for you.
