Currently, config files are not checked for errors. For instance if loglevel in /etc/report.conf is set to an invalid value, the library continues as if it was not set at all. The library should have an entry point that just checks config files for errors. This way it is possible to check for errors in config files, but the library itself can continue to report application errors without complicating that with config file errors. It may also make sense to report config file errors to the log file, without reporting them to the user.
