I was unable to upgrade to F13 because of this conflict.

  file /usr/include/xercesc/util/Xerces_autoconf_config.hpp
    conflicts between attempted installs of
      xerces-c-devel-3.0.1-16.fc13.i686 and
      xerces-c-devel-3.0.1-16.fc13.x86_64

xerces-c-3.0.1-19.fc13 has been submitted as an update for Fedora 13.

Thanks for reporting.

This is hopefully fixed in xerces-c-devel-3.0.1-19.fc13, which is on its way to updates-testing. Can you test it and give karma to the update accordingly?

xerces-c-3.0.1-19.fc13 has been pushed to the Fedora 13 testing repository.  If problems still persist, please make note of it in this bug report.
 If you want to test the update, you can install it with 
 su -c 'yum --enablerepo=updates-testing update xerces-c'.  You can provide feedback for this update here: http://admin.fedoraproject.org/updates/xerces-c-3.0.1-19.fc13
