Description of problem:
I originally discovered this issue with bluefish and raised https://bugzilla.gnome.org/show_bug.cgi?id=620984 about it but it seems the problem is in gtk2 - it can be reproduced using gtk-demo. The mouse selects but doesn't activate the entry in a torn-off menu (unless the entry is a sub-menu). Selecting with the mouse and then pressing enter does activate the menu entry.

Version-Release number of selected component (if applicable):
gtk2-2.20.1-1.fc13

How reproducible:
Every time

Steps to Reproduce:
1. Install gtk2-devel and run gtk-demo
2. Run the "Menus" demo
3. Navigate to the bottom-level menu of any menu (e.g. bar->Item 4-1->Item-3-1->Item 2-1) and tear off that menu
4. Click on any of the torn-off menu items with the mouse
  
Actual results:
Item is selected but radio button not activated unless you press enter

Expected results:
Item is selected and radio button activated

This problem didn't manifest in Fedora 12.

This message is a reminder that Fedora 13 is nearing its end of life.
Approximately 30 (thirty) days from now Fedora will stop maintaining
and issuing updates for Fedora 13.  It is Fedora's policy to close all
bug reports from releases that are no longer maintained.  At that time
this bug will be closed as WONTFIX if it remains open with a Fedora 
'version' of '13'.

Package Maintainer: If you wish for this bug to remain open because you
plan to fix it in a currently maintained version, simply change the 'version' 
to a later Fedora version prior to Fedora 13's end of life.

Bug Reporter: Thank you for reporting this issue and we are sorry that 
we may not be able to fix it before Fedora 13 is end of life.  If you 
would still like to see this bug fixed and are able to reproduce it 
against a later version of Fedora please change the 'version' of this 
bug to the applicable version.  If you are unable to change the version,

lifetime, sometimes those efforts are overtaken by events.  Often a 
more recent Fedora release includes newer upstream software that fixes 
bugs or makes them obsolete.

has stopped maintaining and issuing updates for Fedora 14. It is

This is still an issue in Fedora 19.

And still in Fedora 21, sadly.

I only found this bug after filing one of my own (bug 1180863). Not sure if I should mark it as a duplicate, since this one is CLOSED/WONTFIX due to EOL.
