Description of problem:
When I try to connect to my ISP using the WvDial program, logged on
as a normal User, I get the message:
"Cannot open /dev/ttyS0: Device or Resource busy"

When I change to User 'Root', however, I am able to connect.
Why can I not connect using WvDial as a normal User?

How reproducible:
Always

Steps to Reproduce:
1.Logon as a normal User
2.Open xterm
3.run "WvDial" to connect to ISP
	

Actual Results:  "Cannot open /dev/ttyS0: Device or Resource busy"

where /dev/ttyS0 is my external modem

Expected Results:  Should connect to ISP

Additional info:

I have an external 56K bps modem connected to COM1
