Description of problem:
did a minimal f13 installation and immediately did a yum update. discovered it was downloading the full package.
discovered yum-presto plugin was not installed

i would have thought that yum presto plugin would be part of the minimal installation in line with the thinking of shrinking things down

yum-presto isn't part of Core, therefore it's not installed by default on a minimal install.

yum-presto is in base not in core. I don't think it belongs in core, personally.

If you want minimal and you want presto then you do
-@base
yum-presto

presto/deltarpms is a feature not everyone will use/want - I think it makes sense that is not on a minimal install.
