How can I test this? How can I reproduce this issue? In which version I can find the fix of this?

Use a tool like that attached to confirm that the references are consistent between a submission, a job server and a scheduler.
The fix went in to 7.4.4-0.5.
I've tested this with condor-7.4.4-0.16 condor-debuginfo-7.4.4-0.16 condor-qmf-7.4.4-0.16 qpid-cpp-client-0.7.946106-17 qpid-tools-0.7.946106-11 python-qpid-0.7.946106-14 qpid-cpp-server-0.7.946106-17 in (multi-scheduler, one jobserver environment) and in (one scheduler per jobserver environment) on RHEL 5.5/4.8 x i386/x86_64 with qpid-tool and there is correct link from jobserver to scheduler. --> VERIFIED
