Need to build pymssql for EPEL-6.

There are a few issuew with building pymssql 1.9.908 on EPEL-6:

  - Requires Cython (not in EPEL yet).
  - Issues building against Cython 0.13 that I have yet to resolve[1].

For now, will probably build against the tried and true v1.0.2.

Built 1.0.x for EPEL6.
