Description of problem:
Upgrading to the mkinitrd-3.2.6-1.i386.rpm cannot be done.  It depends on 
filesystem >= 2.1.0, for which there is no update (for RHL 7.1).

How reproducible:
Always

Steps to Reproduce:
1. Install pristine 7.1 system
2. Attempt to update to the current mkinitrd as required (pre-req for kernel-
2.4.9-31)
	

Actual Results:  RPM dependancy (on filesystem >= 2.1.0) forbids update

Expected Results:  Successful update

Additional info:

Without the ability to update mkinitrd, I cannot update to the current 2.4.9 
kernel which contains security fixes.

the filesystem package is in the noarch directory.
