kdeutils in kde3 now has only some laptop related stuff and the binary package
is named kdeutils-laptop.  However, when kde is selected for any system (server,
workstation, etc), then this package is selected by default.  Now this does not
do much harm but it would be better to include it only if "Laptop Support" is
selected.  Does not this make better sense?

Yep, and it's fixed in the current comps file in CVS. You should see it in
rawhide sometime soon.
