How to reproduce

1. Log in to Gnome as normal user
2. No indications of any failure, but there are no options for shutdown/reboot/suspend/hibernate

Seems to be tied to recent polkit/upower/gnome-panel issues

I've even rolled my own upower 0.9.5 cherry picking the few latest commits to git but that also didn't seem to help

Latest glib2/polkit/upower updates from 8/18 seems to have fixed this.
