Since I'm writing the SCM request processor, and I'm the only person who will be spammed by a bug against this package, I'll do SCM request testing here.

Well, I'm doing some testing because a new package request was processed without the package actually being approved.  We always made sure this didn't happen by inspection before, but since I can get flag status now, I'm adding some additional warnings.

It's best to ignore this bug if you see it.
