In RHEL 5.5 and above, a NIC driver must explicitly set the NETIF_F_VLAN_TSO flag to enable TCP Segment Offload(TSO)/Large Segment Offload(LSO).  In RHEL 5 kernels previous to RHEL 5.5 this was not needed.  This patch explicitly sets that flag.

This request was evaluated by Red Hat Product Management for inclusion in a Red
Hat Enterprise Linux maintenance release.  Product Management has requested
further review of this request by Red Hat Engineering, for potential
inclusion in a Red Hat Enterprise Linux Update release for currently deployed
products.  This request is not yet committed for inclusion in an Update
release.

Verified driver version 4.0.74.
1) Load/Unload test pass
2) ifconfig down/ up test pass
3) Iperf (tcp) traffic pass ipv4
4) Iperf (tcp) traffic pass ipv6
5) Iperf (tcp) traffic pass vlan interface
6) Ethtool -G test pass (ring size change)

Verified traffic after test case 1, 2 and 6.
