Description of Problem:
Sysctlconfig-gtk has an untitled window.  

Version-Release number of selected component (if applicable):
sysctlconfig-0.15-1

How Reproducible:
100%

Steps to Reproduce:
launch sysctlconfig-gtk, examine the window created... it doesn't have one.

Expected Results:
A title, at least "Sysctlconfig-gtk, but prefereably matching the title given in
the desktop menu."

   gtk_window_set_title (GTK_WINDOW (window), _("Sysctlconfig."));
Hmmm... then this function is broken...
