Newer kernels provide a mount point for cgroup dirs in /sys/fs/cgroup. systemd 8 now uses this mount point by default. We thought it would be smarter to move this directory before the F14 than after, to avoid confusion when everybody and his dog is running a system with cgroups actually used. This probably boils down to changing /etc/cgconfig.conf to point to the official directories now, and getting rid of the rpm ownership of /cgroup in the libcgroup package.
I think it would be nice to comment the mount lines in the libcgroup configuration by default, and simply reuse what systemd set up. Then, if people want to change that they can uncomment the lines, and mount the hierarchies to different places as well. Given that the kernel allows mounting of hierarchies to multiple places this should work quite well.
