As a matter of fact:

The rhn-actions-control man page says Controls the enabling and disabling of scheduled actions. So this bugzilla really should be CLOSED THIS_IS_SUPPOSED_TO_WORK_THIS_WAY because rhn-actions-control only controls what will happen when you run rhn_check, which actions will be executed and which will be not.

It is not a dupe of bug 508936.
