Actually, the issue is with restorecon not ignoring missing files as it should. I've reported the problem in bug 542933 and it's been fixed since. Please, install Spacewalks on upgraded systems, not on GA versions of Fedoras.
The package oracle-xe-selinux-10.2-18 is in nightly compose, moving ON_QA.
