Description of problem:
In the fedora-abrt.desktop, we have
Name[zh_TW]=自動錯誤回報工具（Automatic Bug Reporting Tool，ABRT）
In the fedora-selinux-polgengui.desktop, we have
Name[zh_TW]="SELinux 政策產生工具（SELinux Policy Generation Tool）"

The original English name of the tools are unnecessary/redundant,
and they make the "System Tools" menu being displayed too long/ugly.

And no other translations have the original English names in them.

abrt-gui-1.1.13-2.fc13
policycoreutils-gui-2.0.83-20.fc13

How reproducible:
Always on the zh_TW desktop

Steps to Reproduce:
1. Open the "System Tools" (系統工具) menu on a zh_TW desktop
