Fix the file name issue

The hash driver tools: cssclean, csscompress and cssconvert are broken in the 3.9.0 release of DSPAM. The problem is solved upstream with the following commit:

However, a point release has not been made.

In the current state, this tools are unusable. Moreover, without the cssclean tool it is impossible to clean unneeded tokens from the database.

I'd like to ask for the Fedora package to include this patch.

I've created a patched package for local use. I'm attaching the patch I created and a patch for the spec file.
