I can't reproduce it. Window appeared with full decoration. What window manager you are use? Is it produce any errors or warnings in console? Add -verbose and try again.
There are no warnings or errors. $ display -verbose circos.png circos.png PNG 1000x1000 1000x1000+0+0 8-bit DirectClass 36.6KB 0.010u 0:00.020 Apparently I'm using the plasma desktop that comes with KDE (kdebase-workspace-4.4.5-1.fc13.i686). It hasn't been customized beyond putting application icons on the panel and setting the desktop to 'blue'. This is all running inside virtualbox on a Mac running SnowLeopard. If I watch carefully, I can see the decoration for a fraction of a second when the program starts.
I think it is not problem of ImageMagick. Reassigning.
It works very well with 4.5.1. Can't reproduce with 4.4.x since i don't have one around. Kevin? Penelope, did a downgrade of ImageMagick fix it?
I didn't find the entire group of ImageMagick-* rpms, only the main rpm here: http://mirror.cpsc.ucalgary.ca/mirror/fedora/linux/releases/12/Fedora/i386/os/Packages/ After recompiling the SRPM for ImageMagick-6.5.4.7-3, the display command still loses the decoration immediately. I'm attaching the /var/log/rpmpkgs file from last night for this system.

I'm seeing the same problem as Penelope, except with `animate'. For me, `display' seems to be working properly. I'm running F13 and KDE, fully updated as of 8th November. I will provide more system details or other information if needed.
