Description of problem:

The Limits screen only displays information about limits from actively running jobs - limits that are in use. It should be possible to see and edit limits that are configured but not currently used.

Note on this from previous UI review, this is dependent on condor changes to make configured limits visible to QMF

MRG-Grid is in maintenance and only customer escalations will be considered. This issue can be reopened if a customer escalation associated with it occurs.
