Description of Problem:

Source RPMS install into /usr/src/redhat/SOURCES.  The filesystem doesn't
provide this directory or even /usr/src/redhat.  This means that you can't
install SRPMS without manually creating these directories. 
/usr/src/redhat/SOURCES should be part of the filesystem.

Install the rpm-build package.
