There is two things.

a) that it offer you as default 5.3. This is problem of satellite. Installer run:
 rhn-proxy-activate --server=$RHN_PARENT --list-available-versions 2>/dev/null|sort|tail -n1
and result is given as default.

b) that error:
There was a problem activating the RHN Proxy entitlement:
ERROR: upon entitlement/activation attempt: unknown error - <Fault -2:
'unhandled internal exception: null'>
Proxy activation failed! Installation interrupted.

Do you had 5.3 proxy channel on satellite? Can you attach relevant lines from logs of satellite?

I got Proxy 5.4 installed (though the old installer i was using for command line defaulted to 5.2) - moving to ON_QA - I think stuff landed, or Rel-Eng will have content pushed by then if needed.

The 5.4.0 RHN Satellite and RHN Proxy release has occurred. This issue has been resolved with this release.
