If you run neat-control before running neat, /etc/sysconfig/networking/devices
is empty. Thus, neat-control doesn't display any interfaces even though
they exist.After running neat, the files are created, and neat-control
displays the configured interfaces.

Than: Can you fix this in the errata branch? Run the same init as "neat"

Did you ever commit this to HEAD? It is still happening on RHL 8.0 with
redhat-config-network version 1.1.20-1.

This looks fixed in FC1, redhat-config-network-1.3.6-1.
